Blue Envelope Program for Illinoisans with Autism Passes House

This week, the Illinois House of Representatives unanimously passed legislation sponsored by State Representative Jeff Keicher to create a Blue Envelope Program to support Illinoisans living with autism.

“I’m proud to be a sponsor of House Bill 4472 to establish a statewide Blue Envelope Program to support those living with autism,” said Keicher. “I look forward to this bill receiving the same unanimous support in the Senate that it did in the House and being signed into law.”

Under the legislation, the Secretary of State shall establish a program to be known as the Blue Envelope Program through which the Office of the Secretary of State shall design and make publicly available blue envelopes that may be used by individuals who have been diagnosed with autism spectrum disorder to hold documents required for the operation of a motor vehicle.

The legislation further provides that the program is voluntary for individuals with autism who wish to participate and that any information provided on the outside of the envelope shall be used solely to support safe and effective communication during interactions with first responders and law enforcement officers and shall not be entered into any federal, State, or local database.
